Start button won't start
For starters, the Windows start button won't deploy. That's actually a small problem as I've contracted a number of virus' to the point it takes 5 min. to boot my 4550 with xp home. I've run a number of scan's, i.e. McAfee and Sophus but they never clean it all out. Probably not running the XP firewall either but it's hard to maneuver around when it keeps shutting off. I can't stay connected to the IN long enough to download an up to date virus scan as a pop up keeps saying there is an NT Authority remote procedure call and RPC service will be unexpectedly in 60 seconds.. then a countdown starts and sure enough, it shuts down.
I've reloaded the operating system to the point I know my Windows XP s/n almost by heart. I'm sure it's gotten some of the drivers too as the printer won't work and cd's won't play (nothing to the speakers). Of course the computer is a few months out of warranty. I purchased the latest version of McAfee Virus Scan on line but can't get it downloaded. Tried to communicate with them about getting it on a disc but no reply other than "it's too technical, call a tech rep".
Anyone have suggestions?

Forgive me for asking the obvious, but did you make your CD-ROM drive the first boot device in BIOS before reintalling XP? During the installation did you delete your C:\ partition, recreate it, then format it?
The RPC countdown you are experiencing is the Blaster virus. When next you install Windows XP before you go online enable the Internet Connection Firewall. That will prevent infection by the virus until you can download the Windows Critical Update which will protect your system without a firewall enabled.

I recently had the same problem with my C810 start menu not starting but was able to identify the problem by troubleshooting it with msconfig.exe.
I suggest you run this program in safe mode and use it to clean up your boot process. I would start by clearing everything off the startup menu and reboot if that doesn't fix your problem then clear some of the services items that you may not need running or you think might be the culprit.
Let me know if this helps you
