Start up and clean boot problems windows 98

Can anyone help - I'm really stuck!
 
Began when PC would not start and gave message:
 
While initializing IOS: Windows Protection error. You need to restart your computer
 
Tried starting in safe mode but couldn't.
 
Tried restoring the registry but that didn't help.
 
Tried installing a clean Win98 into a new folder following instructions in microsoft article 193902
 
Setup ran scadsk successfully then gave message:
Application Error. W98SETUP caused a general protection fault in module USER.EXE at 000C:0800
 
After clicking OK, got the message:
invalid dpmi return from 0727:01B2
 
Any ideas? Is this a hardware problem?

"This issue can occur if the computer has damaged random access memory (RAM), cache RAM, or a damaged central processing unit (CPU)."
 
Have you tried running the Dell hardware Diagnostics to rule out a problem there?  Details are in your system documentation.

Many thanks for the suggestion. Indeed Dell Diagnostics identified a problem on the memory test  I was running two 128MB RAM cards. After taking out the faulty one it windows successfully started up on the remaining 128MB.
