Start Up Programs and unable to run Access

I have just bought an old Optiplex GXa from a somewhat iffy farmer which I want to use in my workroom to query a database. However I have two problems:

The first is that a program called PowerScan (or similar) which professes to clear up porn residue runs every time I start the machine but I dont know why (its not in the Start Up directory).  How can I stop this?

The second is that I have loaded my copy of MS Office 97 onto the machine so that I can query my MS Access database but it will not run and the message says this machine is not licenced to run MS Access. So what's that all about then?

I would reinstall Windows 98 but the only copy is the one that is running on the machine. I have no install disks and the cost of buying a new copy is more than the machine is worth. 

Hope someone can help me out on either, or both, of these problems.

Thanks for using the Dell Community Forum.

Go to http://www.google.com and do a search on PowerScan.  There are several pages regarding that software.  I'm not sure any of them will be of any assistance but it's a start.

I would recommend going to the Software section of the Forum and posting a new thread regarding the MS Access issue.
