Starting in safe mode Windows XP

I am trying to start my computer in safe mode for a virus removal tool.  The windows help page said to click START, then click SHUT DOWN, then in the drop-down list, click SHUT DOWN.
When I click start, there is not an option to shut down next.  There is "log off" or "turn off computer", which then gives me "standby", "turn off", or "restart".  So I am not sure what I am doing wrong.

Restart your computer and start tapping F8 as it boots up. Select Safe Mode from the menu that appears.

Start> Turn off Computer> then either select Turn Off or Restart. If you select Turn Off, then you will have to start the computer yourself. If you select Restart the computer will restart itself. When the computer restarts, at the black screen before the Windows XP loading screen, start tapping the F8 key. You will come to the options menu screen. With the arrow keys, select Safe Mode and hit Enter key. You will then be given the administrator icon to select and then you will enter safe mode. When through with safe mode, just go back to Start> Turn Off Computer> Restart.
