Startup Error-Please Help

Last night i installed Kaspersky Internet Security and set it up to how i like it, but it detected what it thought was 3 hiding malware files in my system 32 folder so i just told it to quarintine them and it told me that they would be at the next startup! So I believe it quarantined the Startup files. Now I can not boot in safe mode or last known configeration and either ways it comes up with a BSOD saying; 

STOP: c000021a Fatal System Error Logon Process Terminated with a Status Of

0xc0000034 (0x00000000 0x00000000)

The System has Shut Down

It has a fresh install of Windows MCE 2005 with SP2 and it is a Dell Inspiron 600m.
