Well, something Dell is running at startup and opening that folder.
Not sure it'll show up here, but try this anyway: Start, run, type MSCONFIG. On the startup tab, look under the command column for anything originating in C:\Program Files\Dell. Whatever you find, make a note of what it is, then uncheck the box next to it. Restart your computer; you'll get a warning you're in selective startup; just check the box that says "don't show this again". See if the folder popup goes away. If it does, one of the programs you disabled from running at startup is the culprit.
Still thinking it's probably the Dell Support Center. The new version is listed in startup as dsca.exe; Dave's link lists an older version (DsAgnt.exe). Just updating it may not cut it - you may have to uninstall it completely. I'd recommend leaving it uninstalled, but if you're fond of it you can always download a fresh version and install it again.
Just a tip - it usually helps to know what model PC, what operating system, and some history of the problem (when it started, what you remember having changed, etc.). Haven't seen this problem posted in a really long time and wondering if it's something new...
