startup Question/checking usage

Just got a new vostro 400 with windows xp, can i safely eliminate all programs from startup?? also, how can i check what percentage my resources are at..thanks

You can't eliminate "everything" from startup.  Some functions are required such as your security software, system modules, etc.  Exactly what can or can't depends on your specific PC setup.

simply eliminate all?  NO!
Some programs are required for your system to boot-up and run properly (including, for example, video, networking, and printer drivers).   
Other programs are strongly advisable --- such as your anti-virus, and resident anti-spyware --- it would be foolish to disable these!
There are, however, many optional, as well as some completely unnecessary startups and/or undesirable resource hogs...
 
but in order to decide what's what, you'll need to research individual items at sites such as:
 
Type-in the name of the program you want to check-out; or click on its first letter.
 
 
 
and/or
 
Click on first-letter of program name
