False.
There are known compatibility problems with some older Intel chipsets and game software, sounds like your issue.
Please post your model of Dell, so others can help you.

By the way, I stated that I have a Dell Dimension 4700 in my initial post. Do you ned more information about my Dell model?

Sorry, my bad
You need to install the latest video driver, no need to install the entire chipset package. IALMRNT5 is the video driver giving you problems.
Here is the latest and probably last video driver released from Dell for that model
Click Me
Download it to a folder of choice on your hard drive, then execute the file to install the video driver, reboot the system. See if things improve.
Some say lowering the video "acceleration" a notch or two in advanced display properties can help alleviate this IALMRNT5 issue and gaming.
Video drivers and gaming are always a challenge to solve.

Thanks! I'll try adjusting the acceleration a notch. (I've looked for video driver updates, and so did a Dell rep, but to no avail.)

Sorry, my bad
