I've done all this it runs in safe mode just fine and there are no driver errors or anything this is xp pro and its an optiplex 650. I've replaced memory and also tested it and it passes with both existing and new. I replaced the hard drive and the problem went away. Is there any way to fix this stop error? I've also tried restoring at a few different points and it happens with all of them as well.

It always helps to indicate the model PC, version of windows, and details of when you get the error, eg. at bootup or during use of a specific application, etc.

8E errors are frequently related to memory (RAM) problems. Reboot and press F12 before XP starts to load. Run the memory tests. If you're comfortable working inside the case, unplug from the power, press/hold the power button for ~15 sec and then open the case. Make sure the RAM modules are seated properly in their slots and blow out all the dust bunnies with canned air. Take anti-static precautions while working inside the case.

If it runs ok in safe mode, then this is a software problem. Either one of the drivers or something loading at normal startup is causing the problem. You may want to start by reinstalling the video driver.
