IDDO,
Thank you for using the Dell Community Forum.
Which computer system do you have? Have you tried pressing CTRL+ALT+DELETE , open Task Manager to see what is running? You could end task on each one to try and determine what is causing this noise.

There is a recent thread on the Windows 7 Forum about clicking and in this case it turned out to something related to the network interface. There is a comment from a second person who had the clicking and they found the thread doing a google search and their clicking problem turned out to be the same problem and fix.
HERE is the link to the thread. look it over and the conclusion to see if you have the same issue.

Have you tried opening your system case, and looking to see if it coming from your hard Drive. Hard drives have been known to make clicking noise before packing up.
