I have the same, or very similar problem. After installing SP2, I am unable to run System Restore. I get no application window, no error message, nothing. But I did find out why: insufficient privileges. To check, clcik Start; All Programs; Accessories; System Tools. Right click on System Restore and click Run As. The Run As box should come up with Current user (you) checked. Click OK. If its a privilege issue, you will get a dialog box that says you do not have sufficient security privilege to run Restore.
Now the bad news. I unistalled SP2 and the problem persists!
I'm told the best way is to disable SR, reboot, and then re-enable it. Then try to 'create' a restore point; if able to, restore the machine to it and once done come back to the present.
