That link is probably what I needed. I submitted my request to Dell. Thanks again for taking the time to read my post and offering a solution. I'm sure this will help others as well. Thanks again.

Try F12 start system in safe mode and then access the restore program and restore. I have had to do it 2 times and it worked. My system would say the same thing (cannot restore) and restoring in safe mode worked just fine.

The computer I'm having problems with is an XPS 400 unit. When I hit F12 on boot, a short list of options appears:
 
*Onboard SAT Hard Drive
*Onboard or USB CD-Rom Drive
 
*System Setup
*Hard Drive Diagnostics
*Boot to Utility Partition
 
My other computer (Dimension 8400) has a list that includes a 'SafeMode' option.
 
Makes me wish they had stuck with Windows 3.1 and DOS.

Try  on starting your PC, tap F8 repeatedly to get the safe mode, last known good, etc. options

Thanks for all the help guys.
 
I recieved my backup disks from Dell yesterday and reinstalled the system.  All is working fine now except for the tedious task of reloading all of my other software.
