There is no system restore with Win 98 FE or SE, unless you have a program like GO-Back installed.
What you can do is a registry restore.
Start with a Windows 98 FE or Se correct version rqd floppy system disk. http://www.bootdisk.com if you don't have one. Run the downloaded file to create the system disk
Boot with the floppy disk. Change BIOS settings to ensure floppy disk is first boot item if necessary.
At the A:> prompt type exactly
scanreg /restore
Choose a date from the five offered. OK out and reboot when prompted
The above directions are correct but you do not need a boot floppy. Place any non-bootable floppy disk in the A:\ drive and restart the computer. When the "Non-system disk..." error message appears, remove the floppy disk and press F8 twice. Choose "Command prompt only" from the menu that appears, then enter
scanreg /restore and continue.
