There will usually be one System Tools folder at C:\Documents and Settings\All Users\Start Menu\Programs\Accessories\System Tools as well as at C:\Documents and Settings\ your user name\Start Menu\Programs\Accessories\System Tools (and any other user accounts you may have).

You don't say which one you deleted. The items in the All Users folder would show up when logged in as any user, the ones in your user account folder would only show up when logged in to your user account.

If you still have one of those folders, you can copy it over to the other location. If it does not contain all the shortcuts you want, you can create shortcuts to any of the apps you want.

In Windows Explorer, find the .exe file for the app, right mouse button press on the .exe, drag to the System tools folder, release mouse button, click create shortcut here.

Examples:
Regedit: go to C:\Windows\Regedit.exe
System Restore: go to C:\Windows\System32\restore\rstrui.exe
System Information: go to C:\Program Files\Common Files\Microsoft Shared\MSInfo\MSINFO32.EXE
System configuration: go to C:\WINDOWS\PCHealth\HelpCtr\Binaries\MSCONFIG.EXE
Disk Cleanup: go to C:\Windows\System32\cleanmgr.exe

Note: to find the above files, in Folder options, view tab, check show hidden files and folders, uncheck hide extensions for known file types, uncheck hide protected operating system filkes (click yes or OK on any warning message), click apply, OK.

If you haven't got a System Tools folder at all, just create a new folder called System Tools, in your Accesories folder, then create shortcuts in it for the system tools you want.

If you didn't empty your recycle bin ,
Open the Recycle Bin,
Highlight the System Tools Folder or files you deleted,
Hit the Restore button. (or right-click on one of the highlighted files , choose 'restore' from the menu. )
