Task Manager CPU time

Question

Can someone verify if this should display as twice the actual  time on a system with hyperthreading enabled? I start my 4600 from cold boot and do nothing except open the task manager and  after 20 minutes of doing nothing I see 40 minutes displayed under System Idle Process.This doesn't seem right HT enabled or not.

That is what I have noticed also.  Also note there two graphs for each CPU on the performance page.
