task manager

hi guys,
 
i want to know how to disable Task Manager and how enable Task Manager?

To select it, right click on the task bar and select Task Manager. You can also do a cntrl-alt-delete. To closer it, just X it out. The operations behind the Manager run continuously in the background; can't be disabled.

i mean like this,when someone try to use Ctrl-Alt-Del, system will notice sound like this "The Task Manager has been disable by the Administrater".
