Hi,
Your temp file can be emptied at anytime, provided some process is not currently readin/writing to the temp directory.
So to ensure that you can safely clear all items in the temp directory, simply quit all applications then CTRL+A and SHIFT+DEL and confirm.
If a temp file is in use, Windows will not let you delete it, a message will pop up. So it is quite safe to try to delete any in there (that's why it's calle temp :)).

Yeah I know, but I was concerned because it was a read only file.
