To fix the scroll to work with vista you have to download the updated version of the Synaptics Pointing Device driver from Dell. Make sure you select Vista as the operating system when selecting what downloads you want.

 

If it is not shown in the download section then they have not released a version for vista that is suitable for your laptop. Be patient. They will probably release a version for your system soon.
