What version of PCcillin are you trying to install? The earliest version that will work on Vista is the Dell PC-cillin 14 and the public version that works is PC-cillin 2007.

was trying the version 14.  the 2007 indicates that it is not yet for the Dell users.  Cannot find a true install of the version 14 - just an upgrade.

You need the full version of PC-cillin 14. That is what I am running now.

Where did you find the full install for version14?  I have been unable to find it.

It came on a CD when I purchased my Inspiron 1501. I also purchased the three years of updates. Check the CDs that came with your system.

I have Pc-Cillin 14.  After Vista upgrade Pc-Cillin continuosly ask for restart to install a file that is 406kb, it also request you to use windows firewall as it does this. I have tried both with windows firewall and without.
 
please advise...

The same thing happened to me.  After purchasing a Vista ready system in Nov 2006 and a 3 year subscription to MicroTrend PC-Cillin I had to do a fresh install of Vista rather than an upgrade which caused me to lose my MicroTrend installation and the only install disk that Dell sent me was the PC-Cillin v12 which is not Vista compatible.  I got on-line with the MicroTrend tech and they gave me this url: http://esupport.trendmicro.com/support/viewxml.do?ContentID=EN-1033862&id=EN-1033862.  Dell also didn't give me my MicroTrend product key with my original shipment, but I was also able to get this from MicroTrend, via chat.  Kudos to MicroTrend, they have been much more help to me than the Dell Vista support for which I paid $49 for.  What a waste!
