If you have flash installed already, you need to uninstall this first before you install the latest version

Flash 9 is not supported on 64 bit versions of IE7. You have to use the 32 bit version of IE7 to view flash content. If you are using Vista 64, then you should have the 32 bit version installed along with 64 bit version. Check your start menu I bet you have two icons for IE7.

Sorry to hear you're having problems finding the folder.  It should be in there!  Try again by going to Start (in Win XP) or clicking on the Vista logo (Win Vista).  Right click this item, go to explore, then navigate to the Windows folder and the System 32 subfolder.  You should be able to find it in there.  If not, I am not sure what to tell you.

By following the instructions with the link I sent you, it sure saved me a long time ago when I had the same problem.  For me, it was never an issue of needing to uninstall the flash player.  The problem was it was never properly installed to begin with!  However, by following the instructions in the link that I sent you, I was able to successfully remedy the problem and I've never experienced any further issues with flash player.  Good luck.  I hope it works for you.

If it does not uninstall properly
To finish the uninstall, open the Task Manager (Ctrl+Alt+Delete), click the "Processes" tab, select "killbrowser.exe", click and say "yes" to the resulting dialog box

The  uninstaller may not remove Flash from all locations so you should search for the following files and delete, if found:
NPSWF32.dll
flashplayer.xpt
GetFlash.exe
GetFlash.exe.manifest
NPSWF32_FlashUtil.exe

If it still does not work try this standalone player

For the last time you did not have to do a system restore!!! IF YOU ARE RUNNING A 64BIT VERSION OF VISTA THERE ARE TWO VERSIONS IF INTERNET EXPLORER 7 INCLUDED. ONE IS A 32BIT VERSION AND ONE IS A 64BIT VERSION. ADOBE DOES NOT SUPPORT 64BIT VERSIONS OF IE7 READ HERE: http://kb.adobe.com/selfservice/viewContent.do?externalId=6b3af6c9&sliceId=2 However you can install flash in a 32bit Browser on a 64bit system!
