cookielips,
Often, the inability to log into secure sites is a result of spyware, virus or other "malware" (malicious software) on your system. The secure site is defending itself against an attempted intrusion by these programs. Some viruses and spyware will also prevent you from obtaining Windows security updates or anti-virus updates.
To remove this infestation of malware, you can download SpyBot Search&Destroy, Adaware, SpySweeper and several other well respected programs from www.download.com. Download the mentioned programs, install them on your system, update them and scan your computer with these programs. Let them clean anything that they find from your computer.
Update your anti virus software as well and scan/clean your system. If you do not have anti-virus software, you can download AVG anti-virus from www.download.com as well. This is also free and well respected. Install it, update it (several times) and scan/clean your system with it.

If you are using Firefox and you import your IE you will get error messages. Just close and reopen Firefox and you should be able to log into secure sites.
If IE is giving you the problem then I don't know but DON'T I REPEAT DON'T use System Restore. That will make your computer worse off than ever.

cookielips,
If you are using Windows XP, it has a firewall built into it. If you have updated to Service Pack 2, it is enabled b y default. To determine whether you have one, open Control Panel and check under System Security. It will tell you about anti virus, firewall, and Windows Updates.
Be sure that you have a firewall enabled. The easiest one to use is the Windows Firewall.

cookielips,
With SP1, you can right click on your network connection in Control Panel -> Network Connections and select properties. Click the Advanced tab, then the Settings button. Enable your firewall there.
