Me again.  Well I put in a password and put it in the hint too and Wrote it down!  That solved my problem of not being able to do a "save target as". 
 
I got my download by right clicking and doing a save target as.  But I also should be able to click on the link and bring up the save dialog box.  It still just brings up a new empty window.  My desktop does it ok.  It's my Inspiron 6000.  I tried disabling the virus programs.  I checked all the internet option settings on the laptop against my desktop pc and they are the same.

A blank password would defeat the purpose of the system.  Just make sure if you have kids using this system, they run with limited accounts and not Admin, because if you found a way to defeat the password with regedit, so can they.
