i am not familiar with AOL's "spyware protection"; i don't know if it is suppose to run as a service..
you can enable and disable services from running by going to start/control panel/administrative tools/services.. i would not willy-nilly change the settings there..
something that you can do to block "spyware" is to go to internet explorer/tools/options/privacy, and block third-party cookies (or, in the AOL browser, "settings"/"internet options"/privacy).. and, also, install and update "spywareblaster":
(you could also block first-party cookies, but then you have to manually add some sites that require cookies to the "allow" list in ie/tools/options/privacy/sites)..
Also, many services only start when called upon by the application they support, then stop when that app is closed. I don't have AOL software on my PC, so I don't know whether that is the case. However, from

I gather that it is not meant to be running all the time, only on either a scheduled or manual scan?
