PC Restore doesn't always work, especially on older computers. You cannot access it with a command prompt. You will have to reinstall from disk. Order another set of disks Here. Dell will send the original owner one replacement set for free.
I have ordered the disks but it will take a while. Just trying to get it up and running in the meantime. The command prompt says that I am in the restore partition and asks for the Admin password so I am in the right place. The dell litereature and articles say that you can start it from a cmd promt but they do not explain clearly how. Just wondering if anyone knows where to go from here. Have kids that need to do thier home work. Thanks

Got it fixed with DSRFIX from http://www.goodells.net/dellrestore/files/dsrfix.zip. It has good instructions and worked just fine.
