Unable to boot to usb

Question

It all started when I wanted to install a new fan for my pc when I was done I forgot to plug in my hard drive sata cable. When I tried to boot I got the error 0xc000014 so I tried to fix this using my USB with Windows 10 installer it worked but I couldn't fix the error so I shut down the computer so I can try again tomorrow. Now today I can't boot from the USB and now I get the error 0xc0000f I have an essay due today and I don't know what to do.

Yes I made sure to to connect the hard drive but windows say  Your PC needs to be repaired The Boot configuration data for your PC is missing or contains errors. File: \Boot\BCD Error code: 0x000014c You'll need to use the recovery tools on your installation media. If you don't have any installation media (like a disc or USB device), contact your system administrator or PC manufacturer.

Did you plug in the hard drive before trying any fix? Also check for any other connection you might have missed.
