Have you tried uninstalling them, after booting into Safe Mode?
If you still can't uninstall them, Advanced Uninstaller Pro has an option to 'forceremove' programs :emotion-55:
Assuming you subsequently manage to get rid of them, you might want to avail yourself of a couple of that same program's other very useful features... in particular the 'Registry Tools' (in the left menu).
But I'd also recommend running CCleaner as well anyway, to check for/get rid of any remaining registry entries, +/or junk files on your sytem :emotion-5:

Hi there
Well, this problem should happen with .MSI extension only not with .EXE
But u can try this
Try turning off User Account Control: Control Panel, User Accounts, User Accounts,
Turn User Account Control on or off.
Try now to un-install the program with Admin Account, if not; then try to un-install it with a limited account.
