Unhandled exception Error when installing ATI Multimedia Center

Hi, I just upgraded my video card to the ATI AIW X800XT. Problem is I can't install the ATI MMC. Installation stops with the following error:
"UNHANDLED EXCEPTION:
 ERROR NUMBER: 0x8002000B
 DESCRIPTION:INVALID INDEX
 SETUP WILL NOW TERMINATE
 OK"
I searched this error in the Net and apparently it's a widely reported error and found no solution to it. I reported to ATI Tech Support but they offer no workaround. I followed some suggested steps without success.
Apparently the ATI installer has a conflict with some Microsoft patch. If so I will be forced to reinstall Windows and install all ATI software before updating Windows to SP2 and later.
Anyone here has been confronted with this issue? Thanks.

I contacted ATI support extensively, I searched the net, I participated in various forums specialized in the issue, I tested this under ALL software conditions (Clean XP install, clean XP SP1, clean XP SP2, and many more..) and there's only one conclusion: THE ATI MULTIMEDIA CENTER IS NOT COMPATIBLE WITH THE DELL DIMENSION 8200

Try installing Windows Installer 3.1 (the latest one for Windows XP).

Once I did that, my problem was solved.
This was after I tried uninstalling all ATI drivers, after running driver cleaner, etc. all to no luck.

After I installed Windows Installer 3.1, the error never showed up again, and I was able to proceed through the installation of MMC 9.08. =)

Could you provide a link to download Windows Installer 3.1? And if you could describe in detail the order you followed for the installation? (And the latest MMC version is 9.13...). I really have no hope, but I lose nothing trying this...though I think I tried it sometime ago. Thanks.
