No - you CAN'T just do that! dgkpcon is absolutely wrong. Certainly you have to have an ISP. Hooking up to a phone line without having an account with an ISP is going to accomplish absolutely nothing! You can get all of the Vista updates here but determining what she needs and then downloading them all for burning is a huge job.
If she's not connected to the web, it might simply be better to wait until SP1 is released. It will be available for order on CD. Then, you could simply keep up with the updates following that.

Internet explorer is free,i would suggest hooking up the jack to the wall (phone line) and computer when she is not looking and getting the updates.

Something to think about. If the computer NEVER goes online, it cannot get infected unless you the user introduce external media to it.
Vista XP1 is available over MSDN and TechNet. 32 bit version is around 420 megs and the combo verison of 32 & 64 bit is 1.1 gigs.
Download the SP when it becomes available and install it for Mom. I have seen a speed increase for IE7 and network functionality.
Now for the free internet.......have the "give away politicians" won yet? I want some of that!!!

I pay in excess in excess of $120/month to share a 2 meg pipe with 12 other people. Hardly free.

Thanks for all the tips.
I will connect her to the phone line and see if it works. Maybe it works just for the updates?
Otherwise, I will just wait for SP1 and get the CD.
Thanks for the help, I appreciate it.

You can connect to the phone line all you want but unless she has an accoutn with a service provider for internet access, nothing will happen.
Just wait for the CD or bring the machien to your place to get the updates.
