user.exe error

I am receiving the following error when I try to install and even unistall various programs.

NTVDM Kernel:Missing 16 bit system Module

Please re-install the following module to your system32 directory: USER.EXE

I have reinstalled XP a few times and have had no success.  Any suggestions?

I would uninstall any older programs that you have installed recently, restart computer, and then reinstall in Compatibility Mode. (type these last 2 words into Help and Support on your computer for instructions.)
