Virus Problem. Would uninstalling/reinstalling XP do the job?

Question

I have a problem with a virus.  I tried a couple things to rid it but there is something in my systems 32 folder that won't be deleted.  It won't let me.  Now, I can't access the task manager.  Also, my dvds are running slow and wacky.  I want to wipe the computer and start over.  How do you this?  Sorry for my ignorance.   Thanks in advance.
