1) When programs are written to support 64-bit processors, those programs will generally perform faster than on a 32-bit processor of the same speed. This is partially because 32-bit computers must handle 64-bit numbers in two steps, whereas 64-bit computers only need to use one step.

2) 64-bit processors can address more memory than 32-bit processors. This means your server can have more RAM, and therefore can store more data in memory, making memory-intensive programs like databases faster.

RAM is dependent both on the MOBO and the OS.  Lack of driver support is the key reason with 32 bit programming.

Vista Basic comes with 32bit and the amount of RAM it will recognise can vary from 3gig to 3.5gig. More often than not is closer to 3.
 
64bit at this stage only comes with Vista Ultimate but from what I have seen in this forum Dell does not support 64bit (someone correct me if I am wrong).
 
Is a shame you have ordered already as I would recommend as minimum of Vista Premium.

64bit at this stage only comes with Vista Ultimate but from what I have seen in this forum Dell does not support 64bit (someone correct me if I am wrong).

Vista does come with all version of 64 bit but you have to order it from Microsoft only if it is
a Retail and not OEM ! 
64 bit does come with Vista Ultimate Retail with a DVD in the box.
The only version that does not have a 64 bit version is Vista Starter Edition !
