Vista Explorer Window Slows When reduced/restored Thoughts??

I have 32bit Vista RC2 running on my XPS M1210 with Core2 Duo at 2ghz with 2048 RAM and an 80gb 7200 drive.
 
It seems that when Im using Windows explorer the system slows.
 
It is noticeable when I restore windows up and down.  The state seems to do it choppy rather than smooth.  This occurs when I click on explorer and reduce or restore it to full screen.
 
Now, when I hold down the windows key button and hit the tab button, aero cycles through windows smoothly now.
 
I notice the difference because, after this, when i reduce or restore explorer or the window in use, it is very quick and very smooth...not choppy at all.
 
After a few seconds however, back to the choppy state when performing tasks.
 
The second way I notice this slowing is when I scroll through a long screen.  If I do it normally and hold my mouse on the right scroll bar, the croll bar trails and catches up to my cursor.  When I first start explorer or speed it up through the aero cycle however, the scroll bar keeps up with the mouse pointer.
 
Any thoughts or help???

Are you using updated video drivers? Does turning off Aero make any difference?

I have tried it with both the NVidia and Vista drivers.  Same same but no I havent turned aero off; its actually something I enjoy. The prob I have keeping the NVidia drivers is that they dont perform correctly with an external monitor, yet Vista drivers recognize and sets both monitors automatically.
 
It seems that after a few minutes the system reduces the performance even though Im using it.  I have tried having no paging file as I have plenty of ram with no luck.  Conversely, my indexing is shut off but that should increase performance, especially for something such as this.
 
It just does not scroll smoothly or reduce/restore even though that is checked off in system performance.
 
Its funny that when I go and scroll through screens (windows key/tab) it seems to give it that boost and everything is fine again.
 
Oh and by the way...tx.
 
UPDATE...Changed from windows aero to windows basic....system flies.  I dont know why there would be such a difference as my system is top of the line with a 7400 256mb adapter.  Anyway of fixing this???
 
FURTHER UPDATE...Couldnt resist and reinstalled nVidia drivers.  System as a standalone works great.  The drivers dont work properly when I hook up my external Benq 19" monitor however.  It seems to go wiry and, in fact, even flipped the screen one time... Thoughts???
 
I liked the basic Vista driver to an extent because whenever I just plugged the monitor back in, the laptop immediately identified it and set it back to 19" as main monitor with laptop as extended monitor.
