OEM versions of software are generally tied to whatever system it's installed on, so the short answer is no.
you can buy a retail version and you can install it on as many computers as you want, provided that it's one computer at a time (in the event your mobo dies, and you buy a new one for example). however, multiple computers requires multiple licenses.
Legally, you have to buy another copy. As these are Dell OEM disks, you may be able to install it on another Dell machine, BUT you are violating the terms of the License Agreement if you do so.
Dell does offer a license 'pack' for software. I recently bought Vista Ultimate at a local store, and have several computers I wanted to install it on. I could do 1 computer w/o constant reminders to register the software. Then I called Dell only to find out they can sell you a 4+ license pack for MUCH less that you can buy it for in the store. I will go this way in the future. Currently I'm only running Vista on 1 computer.

I am going to upgrade my memory from 1 gig to 3 gigs. I will purchase that from Crucial, it's cheap, $50 for 2 additional gigs. I am also going to upgrade my video card (currently Radeon x300) probably to a 8600GT, either a EVGA or XFX, deciding on whether to get 256mb or 512mb card. The prices at newegg are reasonable.
I did run the upgrade advisor. Here are the results.
