Vista's Graphical Scaling Capabilities?

Does Vista has scaling capabilities? That is, can Vista shrink or enlarge text or graphics on the desktop OR IN WEB PAGES so that, even if you get an absurdly high resolution, you can adjust the size of applications or web pages?

I guess what I'm asking is this: Can you buy a 14" laptop with a very high resolution such as SXGA+ (1920x1200) in which the default text and graphics are very, very small, and then adjust some setting so that it will appear as if you have a smaller resolution such as 1024 x 768, but less grainy than that resolution would normally appear? And will this work for web pages as well as software programs.

You can adjust font sizes on the desktop. Right click on an empty area of the desktop and select "Personalize". In the left pane of the window, select "Adjust font size (DPI)". You can also adjust the size of the desktop icons by again right clicking on the desktop, hover over "view" and then select Large, Medium or Classic Icons.
 
Also in IE (and many applications as well) you can press the Ctrl key and rotate your mouse wheel to increase or decrease the size of what is displayed.
