Webcam can't be found

I have an Inspiration 23 5459 operating on fully updated Windows 10.  Skype and the Windows Camera App can't find the Webcam.  The Webcam is not listed in the Device Manager.  Advice on reactivating or reinstalling the webcam welcomed.  Thanks

Dell lists the 5459 as a Inspiron 24, not 23. 

However, the first thought is to run the hardware diagnostics and see if a problem with the camera comes up.  

There are Dell diagnostics on the hard drive, accessed by F12 at power on. There are also Dell diagnostics that can be run on-line.  

There are a couple of possibilities, if the diagnostics detect a problem.  (1) Is a BIOS corruption and resetting may fix it.  (2) there is a cable that the cam is plugged into and if there is a bad connection that could cause it and reseating (unplugging then plugging back in) may take care of it.
