What Language Does One Use to Write a Program That Executes Under Windows?
I spend most of my time writing Visual Basic macros for Excel. Although I've never used it, I know there is a VBA for Word as well. But how would I write a program that will execute when I'm not in Excel or Word? For example, I'm sitting there staring at my desktop, and I want to run some sort of program by maybe clicking an icon. How's it done?

There are numerous languages available. VB .NET, C#, C++, Java, Effiel, Fortran, COBOL, +...+ even scripting languages like VBScript and Perl are available. It your choice, some are free and some aren't.
