Why does the Remote Access Connection Manager Not Start?

Why does the Remote Access Connection Manager Not Start?  I try to manually setup a Internet Connection through the Internet Options Properties.  I click Start>>Control Panel>>Internet Options>>Connections(Tab)  then I click, SETUP.  The New Connection Wizard pops up, I click, Next>>Connect to the Internet>>Next>>Setup My Connection Manually but, I can't select the box that says, "Connect Using a Dial-Up Modem".  It has Connect using a Broadband Modem that is always on, but I don't use broadband.  I also am unable to select Connect using a broadband modem that has a username and password. 

I don't know what is wrong.  Also, I tried searching for it on the Help and Support Pages on the computer, and it tells me that the Play and Plug, and Remote Access Connection Manager needs to be active.  I looked in the Services, under the Administrative tools in the Control Panel and both of them are Started, not Stopped.  But the Remote Auto Access Connection Manager is stopped and not started.  My friend's computer has the Remote Auto Access Connection Manager started.  I can't seem to start it without a Popup coming up and saying "Error 5: Access Denied" I am also on the Admisitrator Screen Name, so I don't know what the problem is. 

But, I also accidently installed Windows XP again, it must of did something that misplaced or deleted a file.  Whenever I restart my computer a pop up comes up that says MSDART.DLL is missing or is missing some components and cannot start. So I don't know if this is the problem on howcome I cannot connect to the internet or what.

See if this allows you to set up your connection using a modem.

For the msdart.dll problem, try replacing missing/corrupted system files with System File Checker. Go to Start|Run, type sfc /scannow and click OK. (Note the space before "/".) You will probably be prompted to insert your XP Reinstallation CD.

I had this same problem after doing a repair reinstall about a year ago. When you did a reinstall you lost all of your windows updates. Service Pack 1 has a fix for this so if you have it on CD or can get it then install it. If you don't have access to Service Pack 1 then do the following:

>Click Start
>Click Run
>Type regedit
>Click OK
>Select folders in the folllowing order:
>-HKEY_LOCAL_MACHINE
>-SYSTEM
>-Current Control Set
>-Services
>-RasMan
>-PPP
>-EAP
>-when you get to this point, you should see 4 folders (numbered 4, 13, 25, 26)
>-DELETE: folders 25 and 26
>-Reboot

When you reboot you should not have to recreate the connection it should show up again. And remember you will need to visit the Windows Update site to download and install all of the critical updates. And also be sure to have your firewall turned on before connecting or you could be infected with a worm (Blaster) before you get a chance to install the windows updates. To do this right click on the connection and select properties. Then click the advanced tab and check the box "Protect my computer and network by limiting and preventing access to this computer from the internet".
