Dell is not shipping new system with recovery cd, but you can call Dell and they will be more than happy to send you those CDs. I actually received two sets from Dell :-)
I don't know which listing you are using, but the three Dimension 3100 configurations listed in Small Business all offer the XP Media (reinstallation CD) as a $10 option in "Operating System Backup and Recovery" immediately after the section offering the choice between XP Pro and XP Home. I was unable to find a section called "Dell System Media Kit."

Should have said... im in the UK, so its probably a bit different to the US!
@sros - if i can call and get one then thats not too bad. thanks.
Still cant believe they dont ship with one included. Suppose they make more money out of users calling a tech support line when things go wrong.

On the UK site under choice of operating systems you have the option of an OS "with media" which is ₤5.88 more than the same OS without media.
