What is the Windows 7 disc that you are installing with?  Is it a full legal Microsoft supplied copy? or is it an ISO from some other source?  If it's not a legal copy that could be the problem.

Dell ONLY supports Vista 32 bit and Windows XP on this system.  The Vista 32 bit drivers will mostly work on Windows 7 32 bit but you may run into problems with some devices so be prepared for that if you eventually get Windows 7 installed.  If you can't get everything working - you are on your own to try and find Win 7 drivers since Dell does not have Win 7 specific driver support.

As you have tried Vista and XP and those do not work either, it would seem the hard drive may be the problem.  You will probably have to reformat the hard drive before you can install anything.
