Dell's policy is to replace damaged/missing CDs within the first 30 days after the system invoice date. Whether or not the part number is correct the solution proposed (buying a new copy) is probably the only answer you will receivel
You can't buy OEM DELL reinstallation XP CD's on ebay as not allowed to advertise OEM DELL CD's.
You will have to by a full Microsoft XP CD or a
non-DELL OEM CD from say;

Just go buy a Dell XP reinstallation CD off eBay or something like that.
