What model laptop? The factory settings will not be available if the the drive has been reformatted or has failed. Run the Diagnostics and do a custom test of the hard drive. If there is any error, replace the hard drive.
That error means the boot files are not available or damaged.

Your boot record is corrupt... My guess is the factory recovery partition is likely also corrupt. Run F12 preboot diagnostics:

You are best to Download a Windows 10 RS1 .iso and clean install with your Windows 7 OEM key:

I have somehow managed to overcome this issue and now i can use F8 button to go in varuous options. But when i start my laptop blue screen with some error appears for a fraction of second and i am unable to read the error and the laptop restart. Then when i do start up repair it tries to do but in the end it says"startup repair can not repair this computer automatically.
and when i go to F8 option and it do not works on safe mode, start normally etc and only works for repair your computer. When i do this next option i use start up repair. But still unable what you will suggest me now. Where is the problem ? In hard drive or something else.

Moazzam,
If the Dell recovery partition is available then use the link : http://dell.to/2iRE4bk to create a Dell USB repair key to restore the system.
