Please make a note Dell doesn't have dedicated drivers for windows 10 for this model . Windows 10's update mechanism is great and it should install most of the drivers for you.
You will have to rely on third party resources such as intel for drivers if you face any issues.

Yes and if you are lucky you don't have to Buy a Licence at all.
I have upgrade 100s of computer in last few years
In my experience depending on the region you are ( I am mostly in US/CA/IND) you can still get it free.

Run the tool and choose upgrade this PC now.
