Windows 8.1 SecureBoot isn't configured correctly
I am using Windows 8 Pro 8.1, Unfortunately, the potential solution you detailed (for Windows 8 Pro) did not solve this problem for me. I am using a Dell Inspiron 15z. After modifying gpedit.msc to enable "enhanced boot configuration data validation profile," the bios "Secure Boot" shows enabled but the watermark remains.

My laptop already has Secure Boot enabled. After following the suggestions for changing or verifying that Secure Boot is enabled at the bios and using gpedit to make sure that "Use enhanced Boot Configuration Data validation profile" is enabled as posted at both Dell and Microsoft websites, the problem remains.

It´s not a serious problem. Reboot and press F12 several times. The boot menu will appear, change the Secure Boot setting to enable Secure Boot.
If the setting doesn´t appear, it could be in the UEFI setup. In this case, use F2 at boot instead of F12.

After I upgraded to 8.1 (Vostro 3560), I was also receiving the message you described. After reading your answer, I enabled Secure Boot in the boot menu, and the message is not appearing any more.
