Thanks for your advice! I've tried loading the chipset driver, before any other software. My system still does not recognize the PCI bus. (Yellow exclamation mark in device manager)
When I download the chipset driver, it extracts to a Dell Drivers folder with five files. What do I do with the files. None of them are .exe files? The exact yellow exclamation marks I have in Device manager are: PCI serial controller, input controller, mass storage and mass controller. Thanks if you can point me in the correct direction.
Unfortunately the only chipset drive needed for this computer is already native to Windows 98. There is no separate chipset driver, despite the listing in downloads. The driver you find there is for a parallel port PCI expansion card.
There are some operating system updates in various places, but I didn't see anything I can relate specifically to the problem you describe. Most are there to take care of assorted USB port anomalies, including one for the keyboard. I don't know if any of those will help. You can try uninstalling the devices in device manager by removing them from the list and allowing the computer to re-boot. In the process of finding the new hardware perhaps the drivers will be properly installed.
