Run a full diagnostic on the hard disk (F12 from the Dell logo screen before Windows boots up).

I have done so twice, once under "Windows Blue Screen" and once under "Cannot Boot the OS," which seem to be the same test. Both tests passed, but I have no idea what action to take next.

Boot off the Windows installation CD and try a repair installation.

Yes, but I do not have a Windows installation CD. When I bought my Inspiron, Dell did not give me an operating system CD. They claimed I did not need one since I could simply use "Microsoft Windows System Restore" or "Dell PC Restore," but I cannot even reach my desktop. Can I create one? If not, how can I obtain one? Also, I hope I am assuming correctly that the repair installation will not wipe any files or documents from my hard drive.

you don't need to reach your desktop to access dell pc restore.... Dell PC Restore

btw, you can request for the OS cd from dell tech support since I think you don't want to lose files or data.

If you haven't solved the registry problem yet, see if this offers any help.

How to recover the registry using the PC the hard drive is currently in.

I requested for my backup CD a few days ago and I received it today. I booted my computer from the Windows XP CD and tried a repair installation on C:\WINDOWS, but the same blue screen I mentioned above appears, this time without the memory dump at the bottom. I even tried the other option to reinstall Windows XP, but I am also taken back to the blue screen shortly after I agree to the terms.

Take your hard drive out of the computer, mount it in an external enclosure and attach it by USB cord to a working computer.  Copy over files you want saved off it, then put the hard drive back into your laptop and do a Dell PC Restore.  Let it wipe everything out and install a clean working OS on it.

The Dell PC restore option works, but I think it states that the files on my hard drive will be wiped since the PC will be restored to the same condition as it was when I bought it. I've a few written essays saved up that I must submit soon, so I am wondering if there is an alternative where my files will not be wiped. I tried an repair installation off my operating system CD, but it takes me back to the blue screen I mentioned and will notroceed any further.

Repair/Reinstall doesn't fix registry errors. Did you try the method shown at the link in my previous post?

RoHe, I did try out the link you posted, but my system failed to boot after I pressed enter. It took me to the blue screen after I pressed enter.

Then I guess you do have to put the HD in another PC and rescue your files. Then put it back in the current PC and use PC Restore to reset it to exactly the way Dell shipped it. :(

Yes, I suppose so. But do you mean I can replace the HD on another PC with my curent HD and rescue my files? Or do I need an external exclosure like Balaji suggests?

I doubt that this hard drive will boot up when installed in another computer, so I think RoHe also wanted you to use an external enclosure hooked up to another machine.
