Windows boot-up stuck in a loop

If this is in the wrong forum branch, let me know.
 
I boot up my Inspiron 600m and the following screen comes up asking me to choose whether I should run windows Safe Mode, Normal, Last Known Setting, etc. This is weird because it usually doesn't ask this unless I accidentally shut it down. Anyway, no matter which setting I choose it goes to the Windows Professional loading screen and before anything happens it resets and goes back to the beginning of the boot-up process. Stuck in this loop. Anyone have any idea what's wrong? (it started happening ever since my battery died. My laptop doesn't recognize the primary battery anymore, so it can only turn on through power adapter and the red light indicating "no battery" keeps blinking).

DON'T KNOW IF ANYONE HAS REPLIED TO YOU YET BUT I HAD THE SAME PROBLEM WITH MY LAST COMPUTER (PRESARIO). AFTER I WENT ON A FEW WEBSITES, I FOUND OUT THAT IT WAS EITHER A VIRUS OR POSSIBLE A SOFTWARE PROBLEM. I TRIED SYSTEM RECOVERY 1ST AND IT DIDN'T DO ANY GOOD. THEN I TRIED REPAIRING WINDOWS AND THAT WORKED FOR A WHILE. I FINALLY HAD TO COMPLETELY ERASE MY HARD DRIVE AND REINSTALL WINDOWS WITH A COMPLETELY DIFFERENT DISC AND PRODUCT KEY. FINALLY, THE PROBLEM WAS SOLVED AND I GOT RID OF THAT THING AS FAST AS I COULD!!!! MY SUGGESTION TO YOU WOULD BE TO GO TO MICROSOFT'S WEBSITE AND FIND OUT IF THERE IS ANY MORE INFO THEY HAVE BEFORE YOU COMPLETELY ERASE AND RE FORMAT YOUR HARD DRIVE. HOPE THAT INFO HELPS SOMEWHAT.
