I am going to take a giant leap at this and assume you did not loose your Windows Contacts Program.
You can start the program by running WAB.EXE
Right click in the folder and find the option Customize this Folder.
Under Use this folder type as a template: Use the drop down box and select
Contacts
Click OK
This should put the buttons and contacts list back in the Mail Program.

Windows Vista Contacts is the address book.
Did you right click in the folder and make sure the folder template is setup as contacts ?
