That error started when I tried using msconfig to try to determine the cause of another problem. I had rebooted several time without changing anything, 1st setting it to run with the basic drivers, then whatever the next option was. That's when it started. I thought it would be OK when I went back to a normal startup, but at that point it was broker.
The good news is that I had a restore checkpoint from a few days earlier right after the WIn 10 Anniversary updte. I did a system restore, and the problem went away. I don't think I'll ever try using msconfig again!.
