After the Windows reinstall did you install the chipset driver, video, network, audio, etc. drivers?  The network driver controls the ethernet port in your computer, presuming that's how you access the internet.

If you got a resource disc with the computer they should be there. Or on the Left side of this
 page Dell Support Tools> Drivers and Downloads
 
Install Chipset drivers FIRST then video, network, sound,

i bought the computer off ebay. It did not come with a resource disk. Can i download it somewhere or buy a resource disk?

First, see this:

Download the drivers to your mother's computer, then burn them to a CD or use a flash drive.  Transfer to your computer and install each file.

thank you but where can i get the exact exe files that i need? there are sometimes more than 1 file and i dont kno which one i have to download. Sorry that im not very good. i just got into computers

okay so which ones do i get? and how do i get them on the computer that cant get onto the internet im currently on my mothers computer..
