Windows Error Recovery on startup

I'm working on a friend's laptop, an Inspiron 1545 with Windows 7.

On startup, I get the Windows Error Recovery screen that gives two options - Launch startup repair and start windows normally.

When I try to launch startup repair, it briefly brings up a screen that says "Windows is loading files" then quickly goes back to the Windows Error Recovery screen.

When I try to start windows normally, it begins to load, blue screens and then restarts, bringing me back to the error recovery.

I've tried going into safe mode, none of the options work and it always restarts back to the windows error recovery screen.

If my friend can be believed, the laptop did not come with a recovery disc, so I am out of options and my google-fu is failing me.

I'd appreciate any advice at this stage.

See if you can run the Dell Diagnostics from the boot menu--tap F12 as soon as you reboot. Include the extended hard drive test (2hrs or so) to see if any hardware has failed or the disks is failing. He should have made his Recovery disks himself as instructed. No manufacturer sends the disks nowadays. Price pressures mean you make your own disks. But if he didn't he can request a set HERE. He might have to pay a fee.
